Do You Actually Have to Repaint When Moving Out in Dubai?

It depends entirely on your tenancy contract, not on Dubai law.
There is no blanket legal requirement in the UAE that tenants repaint before handover. Your tenancy agreement clause binds you. Many Dubai contracts include a line requiring the property to be returned "in the same condition as received, fair wear and tear excepted."
